At 10:03 A.M. on August 7, 2006, one month before Judge Algenon Marbley ordered all 88 Ohio Boards of Elections to continue to preserve the ballots from the 2004 presidential election, Jacqueline J. Neuhart, Director of the Guernsey County Board of Elections, sent an e-mail to "All Counties" asking if they were aware of a website called savetheballots.org. Her exact wording was: "Good morning, everyone. Has anyone else heard about this? I wonder how far it will go."
Pursuant to a public records request, Matthew Damschroder, Director of the Franklin County Board of Elections, graciously provided us with responses to said e-mail. Here they are:

To my knowledge, I have never received any public money to investigate anything. For my investigation of the 2004 Ohio election, I have not received any compensation from anyone since September 2006, and yet I continue to do it, at my own expense. Many election investigators have never received any compensation at all, ever.
For the record, Ashtabula County destroyed all their ballots from the 2004 presidential election before the expiration of the 22-month records retention schedule. Allen County stored their ballots in a basement subject to flooding, and destroyed the majority of their ballots (voted, unvoted, absentee, provisional and soiled) after they became water damaged. Lorain County failed to produce their unused ballots and their ballot pages, and offered no letter of explanation to Secretary of State Jennifer Brunner.
Brown County actually conducted an inventory of their records before submitting them to Secretary Brunner. They turned over all their ballots, and apologized for losing the absentee booklets for one of thirty-five precincts. For this they are hereby commended.
