While ETAN's citizen lobbyists are walking the halls of Congress, you can send Congress your own message by joining our national call-in and letter-writing campaign to Congress. Tell Congress to support of human rights and self-determination for East Timor:

  • No bailout for the Suharto dictatorship!
  • Support the rights of East Timor!
  • End military triaining and exercises with Indonesia's killers!

Join ETAN's Lobby Days: April 26-28

Funding for the IMF is rapidly moving through Congress -- the Senate already passed an $18 billion appropriation to replenish the IMF for its bailouts in Asia. In the House of Representatives, while the Appropriations Committee has approved the money, the bill (HR 3580) has yet to reach the floor. It is expected to do so by the end of April. Both House and Senate have held several hearings on Indonesia, and will continue to schedule more.

Call, write or meet with your Senators and Representative, stressing the following points:

  1. Urge your Representative to support efforts to attach human rights conditions to the IMF funding. Conditions should include:
    • the release of Indonesian and East Timorese political prisoners; and
    • free access for international human rights organizations to East Timor.
    Contact John M. Miller to join ongoing phone banking to support a human rights amendment to the House IMF Emergency Supplemental Appropriation bill (HR 3580).
  2. Urge your Representative and Senators to ban ALL military training and exercises for Indonesia, and to co-sponsor Rep. Nita Lowey's (D-NY) International Military Training Accountability Act (not yet introduced). Despite legislated congressional intent to withhold direct military training from Indonesia, the Pentagon has continued such training.
  3. Urge your Representative to co-sponsor House Concurrent Resolution (H.Con.Res.) 258, which affirms congressional support for East Timor's right to self-determination. Congressmembers Nita Lowey (D-NY), John Porter (R-IL), Tom Lantos (D-CA) and Chris Smith (R-NJ) introduced the resolution on April 1. It also calls for direct East Timorese participation in the UN-sponsored tripartite talks. Urge your Senators to support a companion resolution.
Congress is in recess from April 2-20. This is an excellent time to schedule appointments while your Congress members are in their home states. Also encourage Congressmembers to meet with ETAN's Washington Representative, East Timorese leader Constancio Pinto, or ETAN Lobby Days participants after Congress resumes.

ETAN LOBBY DAYS: April 26-28

East Timor supporters from across the United States have traveled to Washington for an annual Spring pilgrimage for the past four years. We come not to bring offerings, but pressure and persuasion.

The Suharto regime is floundering, pro-democracy activism in Jakarta is thriving, but the economic and political crisis in Indonesia and East Timor continues to cause severe hardship and suffering. Recently, ETAN has helped to expose US training of Indonesian military units, contrary to congressional intent. This exposure has unleashed widespread protest in the US and Indonesia, protest that could lead to a complete ban on all military training to the Suharto regime. It's time to renew our call for self-determination in East Timor.

JOIN US April 26-28 for an educational, challenging, and even enjoyable gathering to educate our elected representatives about East Timor. On Sunday, beginning at 2 pm, we'll learn about the current political situation and practice our lobbying skills. On Monday and Tuesday, we'll meet with members of Congress and their staff. (We can extend another day or two of lobbying for those who can stay longer.)

On Sunday, beginning at noon, the School of the Americas Watch will hold a demonstration at the White House. From April 26-28, ETAN will be coordinating with SOA Watch to link our own opposition to U.S. military training to Indonesia with SOA Watch opposition to such training of Latin American human rights abusers. We encourage your participation in the SOA Watch protests at the White House and the Capitol during our own Lobby Days.

If you can join us for Lobby Days, please RSVP as soon as possible to Lynn Fredriksson or John M. Miller. Let us know when you will arrive, if you need housing, and if you have special needs. Some money will be available for partial travel subsidies, and carpools from some cities may be arranged.
